The park offers many recreational opportunities including wooded trails, beach area, and an accessible fishing pier. A boat landing offers access to Lake Alexander plus there are several areas for shore fishing.

Council Grounds State Park is located on the northwest edge of Merrill, on Council Grounds Drive. Exit Hwy 51 at the Hwy 64 Exit. Take Hwy 64 west 3 miles to Hwy 107 North. Take Hwy 107 north 1.8 miles to Council Grounds Drive. Take Council Grounds Drive south 1/2 mile to the park entrance.
