Overview and Things to Consider

Cebu City is the oldest Spanish city in the Philippines and the capital of the Visayas in everything but name. About 965,000 people live in the city itself, by the 2024 census, and the wider metro sprawls north into Mandaue and across two bridges and a toll expressway onto Mactan island, where the airport and the beach resorts are. The name gets used for all of it, plus the island and the province, so when someone says they loved Cebu, ask which one.

You'll like the city if you treat it as a working port with a few hundred years of history at its core and a ferry terminal at its edge. Downtown around Colon Street has the Basilica del Santo Niño, Magellan's Cross and Fort San Pedro within a 10-minute walk of each other. Uptown around Cebu IT Park, a former airfield, has the coffee, coworking and late dinners. You'll hate it if you came for a beach town. Cebu City has no beach worth the name, the traffic between the districts is slow and loud, and the sea most people picture is on the far side of the island.

The 2026 moment is recovery. A magnitude 6.9 earthquake on September 30, 2025, centered off Daanbantayan in the north, killed 79 people and damaged more than 140 heritage and tourist sites, including Fort San Pedro and City Hall. Five weeks later Typhoon Kalmaegi killed at least 150 people across the province and left half of Cebu City under water. Most of what a visitor uses is running again, the new bus rapid transit started partial service in March, and the airport keeps adding routes.

What's overrated is Oslob. The whale sharks there are fed every morning so that boats full of visitors can float over them, and a lot of itineraries plan a whole Cebu trip around it. What's underrated is how easy it is to leave the city on your own: an OceanJet ferry to Bohol in about two hours, a Ceres bus to Moalboal's sardine run, or a bus and an outrigger to Malapascua's thresher sharks.

How Cebu Got Here

Long before the Spanish came, Cebu was a trading port under the Rajahnate of Cebu, ruled when Magellan's fleet arrived in April 1521 by Rajah Humabon. Magellan had Humabon and his wife baptized on April 14 and gave the queen a small statue of the Child Jesus, the Santo Niño. Within weeks Magellan was dead, killed on Mactan by the forces of Lapu-Lapu, who now stands six meters tall in bronze at Punta Engaño. When Miguel López de Legazpi returned in 1565 he founded the Villa de San Miguel de Cebú, the first Spanish settlement and capital in the islands, and the Santo Niño was found again that year. The Augustinians built a church around it the same year. The present basilica dates from 1740, and the fort's stone gate is marked 1738.

The modern city came from the port and, later, the phones. Carbon Market takes its name from a coal depot that fed the steamships and the Cebu Railway into the 1940s. The city was badly damaged in World War II before its liberation in March and April 1945. Lahug Airport closed in 1989 and became Cebu IT Park in 2000, and outsourcing offices for IBM, Accenture and others turned the uptown into the city's second center. That split, old port downtown and call-center uptown, is still the first thing to understand when you pick a hotel.

Getting There and Around

You'll land at Mactan-Cebu International Airport (CEB), on Mactan island in Lapu-Lapu City. Terminal 2 has handled international flights since July 2018 and Terminal 1 handles domestic ones. Aboitiz InfraCapital took full control of the airport in October 2024, a second parallel runway opened in January 2025, and the airport handled 11.6 million passengers in 2025. Direct international flights come from Seoul, Busan, Tokyo Narita on United, Taipei, Hong Kong, Singapore, Kuala Lumpur, Hanoi, Shanghai and Dubai on Emirates (with a stop in Clark), so many trips can skip Manila entirely.

Entry is simple for most Western passports. Citizens of the US, UK, EU countries, Canada and Australia get 30 days without a visa, need a passport valid for at least six months from arrival, and should carry proof of onward travel, which the UK government says airlines and immigration may ask to see. Everyone arriving must register on eTravel within 72 hours before landing and show the QR code to the airline before boarding. It's free. The government's own FAQ warns about lookalike sites that charge for it, and the only official address is etravel.gov.ph.

From the airport, the cheapest ride is MyBus, the air-conditioned bus that runs from the airport via Parkmall in Mandaue to SM City Cebu for ₱30-50, between 7am and 10pm from the airport side. Modern jeepneys run around the clock between the terminals and the Lapu-Lapu public market for ₱15-20. The airport's transport page lists two kinds of taxi: white metered cabs with a ₱50 flag fall plus ₱13.50 a kilometer, and yellow airport cabs with a ₱70 flag fall plus ₱4 every 300 meters, which only take arriving passengers. If you're staying in Cebu City you'll cross one of the two Mandaue bridges or the toll expressway, so allow for traffic.

In town, jeepneys are the backbone, at ₱9 to ₱20 depending on the vehicle and distance, though Wikivoyage warns that pickpockets work them. Hold your phone. The Cebu BRT, opened on March 13, 2026, runs between Il Corso at South Road Properties and Cebu IT Park, with dedicated lanes only from the South Bus Terminal along N. Bacalso Avenue and Osmeña Boulevard to Fuente Osmeña Circle. Rides are free for the first year. For anything else, Grab covers Cebu, and the airport's own guide says a typical city trip shouldn't top ₱120. Walking works inside downtown, where the old sights sit close together, and inside IT Park, but not between them.

What's Changed Since 2016

July 2018 to January 2025: the airport grew up. Terminal 2 opened for international flights on July 1, 2018, Aboitiz InfraCapital bought out the previous operator on October 30, 2024, and a second parallel runway was inaugurated on January 30, 2025. For you, that means more nonstops, including Vietnam Airlines from Hanoi, with VietJet due to join on November 10, 2026, and AirAsia resuming Kuala Lumpur on October 25, 2026.

April 2022: the Cebu-Cordova Link Expressway opened. The 8.9-kilometer toll bridge links South Road Properties on the mainland with Cordova on Mactan, and cars pay ₱107. It carries about 17,000 vehicles a day against a design capacity of 60,000, which makes it a useful shortcut between the south of the city and the Mactan resorts.

September 30 and November 4, 2025: the island took two hits in five weeks. The magnitude 6.9 earthquake on the newly identified Bogo Bay Fault damaged coral-stone churches in Daanbantayan, Bantayan, Bogo and San Remigio, and the Santa Rosa de Lima shrine in Daanbantayan collapsed. Then Typhoon Kalmaegi brought floods to Talisay, Liloan, Mandaue and Cebu City, and the blame landed on a hillside condominium project that the environment department investigated and on corruption in flood-control spending. If your plans include northern Cebu's old churches, ask locally before you go.

March 13, 2026: the BRT finally ran. After more than a decade of planning and a budget that grew from ₱10.6 billion to ₱16.3 billion, the 13.6-kilometer, 17-station line opened in part, with 17 buses at first and free rides for a year. Commuters were confused on day one, and on March 18 the city let jeepneys into the BRT lanes between Fuente Osmeña and the South Bus Terminal to ease traffic. Full operations, once promised for late 2026, are now listed for 2027.

January 2026: Sinulog changed shape. The grand parade on January 18, 2026, wrapped up before 8pm for the first time in the festival's history, after drawing about 5.2 million spectators, where the 2025 edition started its street dancing around 2pm and ran to 11pm. For you, that means the downtown roads reopen sooner and the night after the parade belongs to the city again.

What the Usual Advice Gets Wrong

"Swimming with the whale sharks at Oslob is a nature encounter you shouldn't miss." Oslob's sharks are fed shrimp every morning, year round, for more than 500,000 tourists a year. A 2020 study in Royal Society Open Science found people within two meters of the animals in 93% of surveys, and a tagging study the same year found provisioned sharks spent about six times as much time at the surface during feeding hours. Swim with Moalboal's sardines instead.

"Stay in Cebu City and do the beaches as day trips." The city has no real beach, and Moalboal is about three to four hours away by Ceres bus from the South Bus Terminal, Malapascua three and a half to four hours by bus plus a half-hour boat. Sleep at the water you came for. Use the city for a night or two on the way through.

"You need to fill in eTravel to leave the Philippines too, and agent sites can do it for a fee." The official FAQ says departing registration applies to Filipino passengers. Foreign visitors register only for arrival, within 72 hours of landing, on etravel.gov.ph, for free. Any site that asks for payment is a scam the government asks you to report.

"Cebu has a new BRT now, so getting across town is fast." Only the stretch from the South Bus Terminal to Fuente Osmeña Circle has its own lanes, the rest runs in ordinary traffic, and jeepneys were later allowed into the dedicated lanes too. It's free until March 2027, so ride it, but leave the same time you would for a taxi.

"The cross at Magellan's Cross is the one Magellan planted in 1521." A plaque says the original is encased inside the visible wooden cross, but Wikivoyage notes some historians say the first one was burned for firewood after the fleet left. The kiosk and its ceiling murals are worth five minutes on the walk between the basilica and Fort San Pedro either way.

Ideas to Consider for Your Visit

Have you thought about walking the 1565 city in a morning? Start at the Basilica del Santo Niño on Osmeña Boulevard, where the statue Magellan gave away in 1521 is still the center of Philippine Catholic devotion and the bell tower was rebuilt after the 2013 earthquake. Cut through the courtyard to Magellan's Cross, then walk to Fort San Pedro, the oldest triangular bastion fort in the country, and check whether the 2025 earthquake repairs have closed any part of it. Finish in Carbon Market, the oldest market in Central Visayas, where about 6,000 vendors sell mangoes, dried fish and kitchenware while a ₱8 billion redevelopment goes up around them.

If you care about food, eat lechon where it comes from. Talisay, just south of the city, calls itself the lechon capital of Cebu, and Carcar is the other town locals name for it. Talisay's Halad Inasal festival on October 15 parades roast pigs through the streets.

Go to Pasil or Suba for tuslob buwa, the dish the city argued over in 2020 when a restaurant tried to trademark the name. You sit around a hot pan of pork brain sauteed with garlic, onion, soy sauce and stock and dip puso, rice boiled in a woven pouch of coconut leaves, into the bubbling sauce. It started in those two barangays in the 1950s and 1960s. Order ngohiong too, Cebu's own fried lumpia, which the 24-hour Ngohiong Express chain sells all over the city.

Moalboal is the best water within reach of the city. The famous sardine school now gathers at the reef drop-off right off Panagsama Beach, 20 to 30 meters from shore, so you can snorkel into it without a boat. Pescador Island, about three kilometers out, has a wall that drops past 40 meters. Kawasan Falls in Badian, about 20 kilometers south, is where the canyoneering trips run. The provincial government revoked unlicensed operators' permits in June 2023 and reopened the falls that October, then set aside ₱110 million for another rehabilitation in June 2026, so check it's open and book with an accredited outfit.

Malapascua is the trip for divers. Thresher sharks are regular visitors to Kimud Shoal off the island, and they're the reason the dive shops are there. Take a Ceres, Cebu AutoBus or Rough Riders bus from the North Bus Terminal to Maya, three and a half to four hours, then an outrigger bangka for about half an hour, with the last boat around 4:30pm. The island sits off Daanbantayan, near the epicenter of the 2025 earthquake, so check that your dive shop and guesthouse are open before you book.

Bohol works as a long day or, better, a few nights. OceanJet and other fast ferries reach Tagbilaran in about two hours. From there it's the Chocolate Hills, at least 1,268 grassy mounds around Carmen, Batuan and Sagbayan, and the Philippine Tarsier Foundation's 7.4-hectare sanctuary in Corella. Panglao's Alona Beach is the base most people choose.

For the view, head up to Busay in the hills above Lahug. The Temple of Leah is a neo-Greek memorial a businessman built for his wife, ₱120 on weekdays and ₱150 on weekends, and Tops Lookout above it looks over the whole metro at night. The hilltop Taoist Temple, built by the city's large Chinese community, is a good stop on the way. A taxi driver may ask ₱1,000 for Tops, so use Grab or agree the fare before you get in.

The Part Most Guides Miss

The best thing about Cebu is the street eating in the old barangays by the port, and most guides skip it for the malls. Pasil and Suba are where tuslob buwa started, and puso, rice cooked in a woven coconut-leaf pouch, is still bought one at a time at grills and pungko-pungko stalls, where diners traditionally shared one wok of tuslob buwa and paid by the puso. Ngohiong, Cebu's fried lumpia, is another dish you won't find much of elsewhere. None of it costs much, and you'll learn more about how the city eats in one evening than in a week of food courts.

Where to Base Yourself

Cebu IT Park and Lahug. The easiest base for a first visit. It's walkable within the park, full of restaurants and coffee, with Sugbo Mercado's food stalls, Ayala Malls Central Bloc and car-free Sundays, and it's the northern end of the BRT. Hostelworld lists dorms up at Tops from about €9 a night. The catch is that it feels like a business district, and the old city is a slow ride south.

Downtown, Colon and Fuente Osmeña. Cheapest, and closest to the ports and the history. The basilica, Magellan's Cross, Fort San Pedro and Carbon Market are on foot, the South Bus Terminal and BRT are nearby. Wikivoyage warns about pickpockets on Colon and says parts of downtown are unsafe at night, so pick a lit street and use Grab after dark.

Mactan (Lapu-Lapu and Cordova). Best for a short stopover or a resort stay, since the airport is on the island and Hostelworld lists Mactan hostels from about €6 for a private room and €9 for a dorm. The high-end beach resorts cluster here and the island-hopping boats leave from here. The catch is that most of the beachfront belongs to the resorts, and every trip into the city means a bridge.

Moalboal (Panagsama). Not in the city, but the base for anyone who came for the water. Panagsama Road has dive shops, cheap eateries and hostels, with Hostelworld dorms from about €5 to €9 a night, and the sardines are right off the beach. White Beach, about seven kilometers north, is quieter and sandier. The catch is the three-to-four-hour bus from the city.

Realities to Be Aware Of

Cebu is cheap if you sleep in dorms and ride what locals ride. A budget day is a Hostelworld dorm from about ₱420-770, jeepneys at ₱9-20 a ride, the BRT for free until March 2027, and puso and grilled skewers at street stalls. Mid-range means a private room, which Hostelworld lists from about €5 to €15 (₱350-1,050) in the city, plus Grab for most rides at up to about ₱120 each. Comfort means a resort on Mactan or a hotel near IT Park, and that's where Cebu stops being a bargain. The euro and dollar figures here use the European Central Bank rates of October 2, 2026, about ₱70 to the euro and ₱63 to the dollar.

Violent crime against visitors is rare, and the hassle is petty theft and fares. Pickpockets work jeepneys and Colon Street. The airport's own guide warns about the 'private' taxis outside upscale hotels that often charge high fares. The UK government advises against travel to western and central Mindanao and the Sulu archipelago, which is a long way from Cebu and doesn't affect it. It also says the country's ferry network has a poor safety record, so stick to the large operators and don't board in bad weather.

Nature is the bigger risk. About 20 typhoons hit the Philippines a year, most between June and November, and Kalmaegi in November 2025 showed how fast Cebu's rivers flood. The 2025 earthquake came from a fault that PHIVOLCS only identified afterward. Buy travel insurance that covers natural disasters, follow PAGASA's storm warnings, and build a spare day around any ferry or flight in typhoon season.

The culture is Catholic, Cebuano-speaking and relaxed. English is widely spoken. Dress modestly in the basilica, which is a working shrine before it's a sight. The UK government describes the Philippines as generally tolerant for LGBT+ travelers, with public displays of affection best kept modest. Mango Avenue's nightlife includes many 'girlie bars' that are fronts for prostitution, which is illegal. Crowds peak in the week of Sinulog in January, when hotels sell out and roads close.

If Cebu Is Part of a Longer Trip

Cebu is the ferry hub of the Visayas, so build the islands around it rather than flying back and forth from Manila. OceanJet sails to Tagbilaran on Bohol, Dumaguete, Siquijor, Ormoc and Palompon, and Wikivoyage counts 10 daily OceanJet sailings between Tagbilaran and Cebu alone, plus Lite and 2GO boats, at about two hours by fast ferry. Cokaliong and Trans-Asia run the slower boats to Iloilo, Cagayan de Oro and Dipolog. For Dumaguete, you can also ride a Ceres bus south past Oslob and take the short ferry to San Jose on Negros, the way the Dumaguete-Cebu buses go.

Don't fly in and out of Cebu if Bohol is on the list. Bohol-Panglao International Airport (TAG), opened in 2018, has its own flights to Seoul and Busan, so you can land in Cebu, ferry to Bohol and leave from Panglao. On a bigger loop, Cebu has nonstops to Seoul, Tokyo, Taipei, Hong Kong, Singapore, Kuala Lumpur and Hanoi, which makes it a good entry point to the Philippines on a Southeast Asia route. Price the whole thing as one multi-stop ticket rather than a string of one-ways. That's fiddly to do alone, and it's what AirTreks does. Jetstar's seasonal Brisbane flights and United's Narita service are the long-haul links worth knowing about.

Yearly Things to Consider

Cebu's year is set by rain and storms more than by heat. Daily highs only move between about 85°F and 91°F (30°C and 33°C), but the rain changes a lot: March and April see just over two inches a month, July and October more than eight. February to May is the dry window and the obvious time to go, though May is the hottest month at about 91°F (33°C). Typhoon season runs roughly June to November, and the November 2025 floods showed it doesn't always end on time.

The counterintuitive call is late January to February. Rain is already easing, the Sinulog crowds have gone home, and the hotels that sell out for the third Sunday of January have rooms again. If you want Sinulog itself, book months ahead, stay within walking distance of the basilica and budget for gridlock: Wikivoyage says a normally one-hour bus south to Carcar can take more than three hours that week.

3 Days in Cebu

Day one, register on eTravel before you fly, take MyBus or a Grab into the city and walk the old center in the late afternoon: the basilica, Magellan's Cross, Fort San Pedro and Carbon Market. End with tuslob buwa in Pasil. Day two, ride the free BRT up to IT Park for coffee and lunch, then go up to Busay for the Temple of Leah and stay for the lights from Tops Lookout. Day three, head south to Talisay for lechon at midday, then cross the Cebu-Cordova Link Expressway to Mactan for the Lapu-Lapu statue at the Mactan Shrine and the 1866 Magellan obelisk beside it.

5 Days in Cebu

Spend two days in the city as above, then take the Ceres bus from the South Bus Terminal to Moalboal, three to four hours, and stay two nights on Panagsama Road. Snorkel the sardines off the beach the first morning, and on the second day either take a boat to Pescador Island or join an accredited canyoneering trip down to Kawasan Falls in Badian. Ride the bus back on the last day and give yourself a margin if you have a flight.

1 Week in Cebu

A week lets you do the island and Bohol. Two nights in Cebu City, then OceanJet to Tagbilaran, about two hours, and three nights on Panglao or near Loboc, with a day for the Chocolate Hills and the tarsier sanctuary in Corella. Return by ferry and finish with two nights in Moalboal, or fly home straight from Bohol-Panglao if your route goes through Korea. Pack light: OceanJet's tourist-class allowance is 10 kilograms.

2 Weeks or More in Cebu

For two weeks or longer, settle in Lahug or near IT Park, where the cafes and restaurants serve the outsourcing crowd and car-free Sundays is a good place to meet people. Weekends go to the places you'd rush on a short trip: Malapascua for the thresher sharks, via Maya; Bantayan off the north coast; Siquijor or Dumaguete by OceanJet; the Camotes Islands by fast ferry. On weekdays, eat your way through the city's lechon, ngohiong and puso stalls, and if your 30 days run short, you can apply for an extension without leaving the country.

Cebu Travel FAQ

Mactan if you're only in transit or want a resort with a beach, since the airport is on the island. Cebu City if you want to see anything beyond the hotel, because the old center, the restaurants, the bus terminals and the ferry piers are all on the mainland. For most independent travelers, a night or two uptown near IT Park beats a resort.

By fast ferry from the Cebu City piers to Tagbilaran, about two hours. OceanJet runs about 10 sailings a day each way, and Lite Ferries and 2GO run more. Book ahead in the dry season, bring ID that matches your ticket, and check in at least 30 minutes before departure.

Yes. Grab covers Cebu, and the airport's own guide says most rides within the city shouldn't cost more than ₱120. It's the easiest way to avoid haggling with taxis outside hotels and to get home after dark. White metered cabs are a fair fallback if you insist on the meter.

Two days covers the city itself, which most people overestimate. Five days gets you to Moalboal and back, and a week lets you add Bohol by ferry. With two weeks, you can work Malapascua, Bantayan or Siquijor into the loop and see what Cebu is really good for, which is getting to other islands.
