Overview and Things to Consider

Bagan is a plain, not a city. The Bagan Archaeological Zone covers about 13 by 8 kilometers on a bend of the Irrawaddy, with the walled core of Old Bagan in the middle, the town of Nyaung U to the north and New Bagan to the south. Between them stand about 2,229 temples and pagodas, the survivors of more than 10,000 built between the 11th and 13th centuries. Unlike Angkor, where the big monuments sit far apart, Bagan comes in small servings packed close together, so the best days here are spent pedaling dirt tracks from one brick shrine to the next.

You'll love Bagan if you want ruins with almost nobody else in them, if you're content with heat, dust and a bike, and if you've read enough about Myanmar since 2021 to make your own call. You'll hate it if you need nightlife, a beach or reassurance. You'll also hate it if you expect to climb a temple for the famous sunrise photo, because climbing has been banned on all but a handful of monuments since 2016 and the official alternative is an earth mound.

The 2026 moment is strange. In 2023 hotels counted 14,927 foreign guests against 474,557 Burmese ones, according to the Bagan branch of the Directorate of Hotels and Tourism, and most visitors now are pilgrims and day trippers from nearby townships. On October 3, 2026, Eleven Myanmar reported rooms nearly sold out for the Thadingyut holiday of October 24 to 27 after three or four almost empty months. The same report said arrivals had fallen after pilgrims were believed to have been abducted.

What's overrated is the balloon. A flight is a fine morning, but at US$204 to 340 it costs more than a week on the ground, and the plain looks better from a quiet terrace at 6 a.m. than from a basket shared with eleven strangers.

How Bagan Got Here

Bagan was founded in the mid-to-late 9th century by Burmans who had come down into the Irrawaddy valley, and by 1044 it was the capital of the first empire to unite the region. King Anawrahta was converted to Theravada Buddhism in 1056 by Shin Arahan, a Mon monk from Thaton, and on May 17, 1057, after a three-month siege, his army took Thaton itself. The captive Mon king Manuha ended up in Myinkaba, where the temple he built still holds Buddhas squeezed into rooms too small for them. Over the next 250 years kings and wealthy families raised more than 10,000 monuments, peaking between about 1150 and 1200, the era of the Thatbyinnyu, King Narathu's Dhammayangyi and the Sulamani.

The empire fell apart after Mongol invasions began in 1277, and Bagan stopped being a capital in December 1297. Newer research suggests the Mongols may never have reached the city. Either way, a place of perhaps 50,000 to 200,000 people became a village, and pilgrims kept only a score of famous temples, the Ananda and Shwezigon among them, in repair. The rest crumbled, which is why so much of what you'll see is bare red brick rather than white stucco.

The modern story is earthquakes and arguments. A quake on July 8, 1975 damaged many temples and destroyed the original Bupaya. The military government restored hundreds in the 1990s with modern materials and little regard for original designs, and added a golf course, a paved highway and a 61-meter viewing tower. UNESCO held out until July 6, 2019, 24 years after the first nomination, when it finally inscribed Bagan as a World Heritage Site.

Getting There and Around

Most readers will come through Yangon, and the cheapest legal way from there is the bus. In October 2026 JJ Express quoted foreigners US$22 for its 6:30 p.m. business class (2+2) seat, about nine hours to Bagan, and US$29 for first class (2+1), about ten hours, leaving from Aung Mingalar bus station. Its listings carry a note in Burmese telling riders to bring a ward and police station recommendation letter, so ask the Yangon gate what a foreign passport holder needs. JJ also runs a 7:30 a.m. day bus back from Bagan for US$22 and a minibus from Mandalay for US$19, about five hours.

Think hard about that night bus. The FCDO reports attacks with landmines and improvised explosives on the Yangon-Mandalay Expressway and Highway 1, with more risk after dark and an unofficial curfew in place. The train isn't an option either. Seat61 said in 2026 that the direct Yangon-Bagan train isn't running and that tickets are reportedly not being sold to foreigners. Flying is the safer route. Nyaung U Airport (NYU) sits about 4 kilometers south of Nyaung U, with flights from Yangon and Mandalay, and Yangon airport lists five domestic airlines, including Myanmar National Airlines and Air Thanlwin, so check which are flying the route that week. The airport was damaged in the 2025 earthquake, and in December 2025 crews were widening and resurfacing the runway.

Everyone with a US, UK, EU, Canadian or Australian passport needs a visa in advance. The tourist eVisa from Myanmar's official portal costs US$50, takes about three working days, is valid for 90 days from issue and allows a 28-day stay. It's only good at four entry points, the Yangon, Mandalay and Naypyitaw airports and the Kawthaung land crossing, so Nyaung U is not one of them, whatever its international airport label says. Canada advises leaving through the same port you entered. Your passport needs six months of validity, and cash over US$10,000 must be declared.

On the plain, you make your own transport. Wikivoyage's listings put bicycles at about 1,000 kyat a day, e-bikes at 5,000 kyat for one rider or 8,000 for a two-seater, and a horse cart at 10,000 to 15,000 kyat a day for up to four people. Shared pickups run between Nyaung U market and Old Bagan for a few hundred kyat. A taxi from the airport to New Bagan takes 15 to 20 minutes, and many mid-range hotels pick you up. Take an offline map with the temples marked, a headlamp for dawn and patience with the sand, which throws e-bikes on the back tracks.

What's Changed Since 2016

Bagan's busiest decade ended in 2020 and 2021. COVID closed the borders, then the February 2021 coup brought conflict and boycotts. By December 2024, Eleven Myanmar reported that about 70% of Bagan's hotels and restaurants had shut, and that most visitors were day trippers from nearby townships. Hotels and motels recorded 6,374 foreign guests in 2022 and 14,927 in 2023. When this guide checked in October 2026, Hostelworld listed exactly one hostel on the whole plain.

The violence reached Bagan's own township in 2025. On June 1, 2025, about 15 People's Defence Force gunmen opened fire on a meeting at a Dhamma hall in Gangar Ward of Bagan Myothit, which is New Bagan, killing a ward administrator and six residents. On July 28, armed men robbed a fuel station near Taungba on the Nyaung U-Kyaukpadaung road, the road to Mount Popa, and took two employees. In October one man was abducted and a village administrator shot dead in Nyaung U Township. The reported targets were local officials, a party member and a business, not tourists, but this is where tourists sleep.

The rules on paper changed too. The FCDO's advice, last updated August 4, 2026, puts the rest of Mandalay Region, which includes Bagan, under all but essential travel, and all of Magway Region, whose largest city, Pakokku, sits about 30 kilometers up the Irrawaddy, under against all travel. Canada's May 2026 advisory goes further and says avoid all travel to Myanmar, and tells anyone already there to leave now if they can do so safely.

Weather keeps knocking things down. On September 12, 2024, Nyaung U logged 8.51 inches of rain in a day, the most since the Department of Meteorology and Hydrology's records began in 1964, and walls fell at the 13th-century Sinka Temple and at Pagoda No. 167. The March 28, 2025 earthquake left the Htilominlo and Shwezigon without structural damage, by Wikipedia's account, but it did damage the airport.

Restoration is still going, with outside help. The Archaeological Survey of India handed back 11 monuments, including the Ananda, on December 13, 2024, and began a second phase on about 50 more in September 2025. Chinese teams are restoring the Thatbyinnyu, with work expected to last until about 2028. Expect scaffolding at some famous temples and check whether yours is open.

What the Usual Advice Gets Wrong

"Bagan is on the safe tourist circuit, far from the fighting, and the UK says so." Older guides and plenty of blogs still say that. The FCDO's own advice, updated August 4, 2026, lists Mandalay Region, Bagan included, as all but essential travel, and Magway Region across the river as against all travel. A June 2025 shooting in New Bagan killed seven. Check that your insurance covers a trip against government advice before you book.

"Climb a temple for sunrise, the way everyone did." Climbing has been banned on all but a handful of monuments since 2016, and officials have grown stricter about it. The authorities built viewing mounds instead, at Ko Mauk Lake, Oh Htein Kone, Nyaung Lat Phat Kan and Sulamani Kone, plus the Nan Myint tower with its elevator. A quiet terrace at Law Ka Ou Shaung or Pyathadar still beats the crowd on the big mounds.

"Fly straight into Bagan's international airport on your eVisa." Nyaung U was named Myanmar's fourth international airport in December 2019, but the tourist eVisa only works at the Yangon, Mandalay and Naypyitaw airports and the Kawthaung land crossing. Enter at one of those, then fly or ride in, and leave by the airport you came in through.

"Balloons fly every morning from October to April." That was the old season. Golden Eagle Ballooning is flying from November 18, 2026 to February 15, 2027 only, and Balloons Over Bagan's page gives seasons within October to March or April, depending on the package. Eleven Myanmar reported balloon flights planned for the October 2026 Thadingyut holiday, but outside the operators' published windows, assume the sky is empty.

"Take the overnight train or the night bus from Yangon and save a hotel night." The direct train isn't running, and Seat61 reports tickets aren't being sold to foreigners. The night bus is real and cheap at US$22 to 29, but the FCDO reports landmine and IED attacks on the main highways north with higher risk after dark. Fly, or at least take a day bus.

"Buy the kids' drawings and postcards, it helps the family." Wikivoyage's Bagan page asks you not to buy from children, since every sale keeps them working the temple gates instead of in school. The young vendors start as bike minders, then guides, then sellers. Buy lacquerware from the family workshops in Myinkaba instead, where adults do the work.

Ideas to Consider for Your Visit

Have you thought about skipping the famous sunset and doing a sunrise loop of the big four instead? Leave at first light, before the heat and the buses of pilgrims, and ride the Anawrahta Road. The Ananda, finished in 1105, has four standing Buddhas facing the four directions and was restored by the Indian team. The Thatbyinnyu next door is the tallest temple on the plain, completed in 1150 or 1151. The Dhammayangyi, the largest, was built by King Narathu, who Wikivoyage says had his father, brother and wife killed, and work stopped when he was assassinated. Finish at the Sulamani, from 1183, whose frescoes are among the better preserved, before the stalls open.

The Shwezigon, at the Nyaung U end of the zone, isn't a ruin at all. Finished in 1102 and said to hold a bone and a tooth of the Buddha, it's a working, gilded stupa and the model for later Burmese stupas, Yangon's Shwedagon among them. It's where Burmese visitors go, more than 2.3 million of them in 2023 by the hotel directorate's count, so come early, before the pilgrim coaches, and walk the covered stalls in from the road.

Myinkaba village, between Old and New Bagan, is the place to spend a slow afternoon. The Manuha Temple squeezes three seated Buddhas and a reclining one into rooms too small for them, which locals read as the captive king's despair. Nearby, the Myazedi inscription of 1113 records the same text in Burmese, Pyu, Mon and Pali, and it helped scholars read Pyu. Then walk the lanes, where family lacquerware workshops, Jasmine Family behind the Golden Cuckoo among them, show you how the layers are built up. A teacup ran US$7 to 12 in Wikivoyage's last listing.

Eat where drivers eat. Wikivoyage lists open-air places on Lanmadaw 3 Road at the south end of the Bagan-Nyaung U road serving rice with a curry, broth and four small side plates for about 1,600 kyat, and buffets in Old Bagan where you can work through dozens of Burmese dishes for 1,500 to 2,000 kyat. Breakfast is noodles at a tea shop, with Shan-style noodles and 500-kyat milk tea at Kyah Restaurant on Lanmadaw 2 Road. For a sit-down dinner, The Moon Vegetarian Restaurant north of the Ananda and Black Bamboo off Nyaung U's restaurant row are the long-running names, though check they're open.

Mount Popa is the day trip, about 50 kilometers southeast, around 90 minutes by road. Taung Kalat, a monastery on a volcanic plug reached by 777 steps, barefoot, past monkeys, is the great shrine of the nats, the spirits Burmese Buddhism absorbed rather than replaced, and the dormant volcano behind it rises to 4,981 feet. Pilgrims crowd it at the full moons of Nayon in May or June and Nadaw in November or December. Go with a hotel-arranged driver, in daylight, since the July 2025 fuel station robbery happened on this road.

If you're here in December or January, find the Ananda's week-long pagoda festival in the month of Pyatho, when about 1,000 monks chant scripture for 72 hours straight. In 2026 you'll be one of very few foreigners there. During school breaks you may also catch a novice ordination, with boys in crowns, glitter and makeup paraded to a monastery on the north side of Old Bagan before their heads are shaved.

The Part Most Guides Miss

Most visitors look at Bagan's temples from outside, and the guidebooks steer them that way. The real treasure is the painting inside. The Gubyaukgyi in Myinkaba, next to the Myazedi, has frescoes covering every inch of its inner walls, and Wikivoyage says two large torches are left inside so you can see them. Upali Thein ordination hall near the Htilominlo and the Payathonzu in Minnanthu catch enough daylight to see without one. In 2023 the hotel directorate said the most visited temples were the mural ones, the Gubyaukgyi, Abeyadana and the Minnanthu group, which tells you Burmese visitors already know. Bring a small flashlight and an hour.

Where to Base Yourself

Nyaung U. The real town, with the market, the jetty, the bus companies' offices and the Shwezigon, four kilometers from the airport. It suits budget travelers and anyone who wants to eat where locals do. The catch is that the main temples are a 15-minute e-bike ride away, and with so many hotels shut since 2021, the choice is thinner than old listings suggest.

New Bagan. The town where Old Bagan's villagers were forcibly relocated, it has the largest spread of guesthouses and mid-range hotels and is close to Myinkaba and the southern temples. It suits travelers who want quiet and a pool. The catch is that the June 2025 shooting happened here, in Gangar Ward, so ask your hotel about the current situation before you go walking at night.

Old Bagan. The walled core, closest to the Ananda, Thatbyinnyu and Gawdawpalin, with only a few upmarket hotels, among them The Hotel @ Tharabar Gate, one of the three Balloons Over Bagan uses for its packages. It suits a short, comfortable stay where you can be at a temple in five minutes. The catch is the price, and that the government promised UNESCO it would move hotels out of the zone.

Realities to Be Aware Of

Budget about US$25 to 35 a day if you take the hostel bed or a basic guesthouse, eat curry spreads and noodles and ride an e-bike. Mid-range runs about US$60 to 100 with a hotel at the US$20 to 60 Wikivoyage lists, a driver for a day at about US$35 a car, and restaurant dinners. Comfortable means an Old Bagan hotel plus a balloon flight, so plan on US$250 a day or more. These are estimates built from the cost table, and many listings are years old, so treat them as a floor. Bring all your money as clean, new US dollar notes. The FCDO calls Myanmar a cash society, many ATMs refuse foreign cards, and changers may reject bills with pen marks or serials starting AB or CB.

The safety picture is the reason to think twice. Attacks in Nyaung U Township in 2025 targeted ward administrators, party members and businesses seen as linked to the regime, and the FCDO says opposition groups strike more often after dark. Security tightens around January 4, February 1, February 12, March 2, March 27, mid-April's Thingyan, July 19, August 8 and November 25. Carry your passport through checkpoints, don't photograph soldiers or police, and stay in after dark. Day-to-day hassle is lower and well documented, with souvenir sellers, commission-driven horse cart detours and taxi drivers claiming your hotel has closed.

Health is about heat, dust and distance. April highs average 103°F (40°C), there's little shade between temples, and Wikivoyage warns the air is hard on anyone with breathing problems. Wear sandals you can slip off, since shoes and socks come off at every shrine, and watch for bees in quiet temples. The FCDO says to make sure your insurance covers medical evacuation, and the ambulance number is 192.

Cover shoulders and knees at temples, and don't wear anything with the Buddha on it, since insulting religion is prosecutable and the FCDO says that includes tattoos. Drones can mean prison. Same-sex activity is illegal for men and women, with penalties up to life imprisonment, and the FCDO says laws are enforced inconsistently, so be discreet. Then decide where your money lands. The zone ticket and visa fee go to the state. Spend the rest with family guesthouses, cart drivers, lacquer workshops and tea shops, and never post a local's face or political opinions online.

If Bagan Is Part of a Longer Trip

Bagan works as a spur off Yangon rather than a stop on an overland line. The eVisa only allows entry at Yangon, Mandalay, Naypyitaw or the Kawthaung crossing, and Canada advises leaving by the port you entered, so most travelers fly into Yangon, ride or fly to Bagan and back, and leave the way they came. Wikipedia's April 2025 list of Myanmar Airways International routes from its Yangon hub includes Bangkok, Chiang Mai, Kolkata, Hanoi, Phnom Penh and Vientiane. On a multi-stop or round-the-world ticket, AirTreks can build Yangon in as a side trip between South and Southeast Asia.

Inside Myanmar, the old circuit of Bagan, Mandalay and Inle Lake looks very different in 2026. JJ Express still runs Bagan to Mandalay by day, but the FCDO puts the rest of Mandalay Region and southern Shan State under all but essential travel, and Pakokku, up the Irrawaddy, sits in Magway Region, where it advises against all travel. Wikivoyage's listings for the old ferries to Mandalay and Pyay carry no recent dates. Read the Myanmar guide before adding anything, and sequence the trip so you're never on a highway after dark.

Yearly Things to Consider

Bagan sits in the middle of Myanmar's Dry Zone, in the rain shadow of the Rakhine Yoma, so its 25 inches a year are about one-eighth of what Sittwe gets on the coast. That makes it hot more than wet. Highs climb from 86°F (30°C) in January to 103°F (40°C) in April, and the rain that does come falls mostly from May to October in short, heavy bursts, like the record 8.51 inches of September 12, 2024.

The counterintuitive move is to aim for the wet months' tail end or the cool season's start, rather than the classic December peak. In late October and early November the plain is green, the dust is down and the light is clean, and you'll share it with almost nobody except during Thadingyut, when Burmese families book every room. The balloons don't start until mid-November. Avoid March to May unless you plan to see temples only at dawn and dusk and sleep through the afternoon.

Ideas for Itineraries

3 Days in Bagan

Day one, fly in from Yangon, check in, rent an e-bike and ride to the Shwezigon in the late afternoon, then dinner on Lanmadaw 3 Road. Day two is the dawn loop, Ananda, Thatbyinnyu, Dhammayangyi and Sulamani before 10 a.m., a long lunch and nap through the heat, then the murals at the Gubyaukgyi in Myinkaba and sunset from a viewing mound such as Oh Htein Kone. Day three, ride to the Myazedi inscription and the Manuha Temple, browse the lacquer workshops in Myinkaba and fly out in the afternoon.

5 Days in Bagan

Do the three-day plan at a slower pace and add two things. Give one full day to Mount Popa with a hotel driver, leaving early to climb Taung Kalat's 777 steps before the heat, and back by mid-afternoon. Use the other for the eastern temples, Minnanthu, Payathonzu and Thambula, where the murals are and the tour groups aren't. In season, book a balloon for one of the mornings, and keep the evenings for the tea shops of Nyaung U.

1 Week in Bagan

A week lets you treat Bagan like a village rather than a checklist. Base yourself in Nyaung U for the market and the people, ride out each dawn to a different cluster, Old Bagan, Myinkaba, Minnanthu and the temples south of New Bagan, and spend afternoons reading in the shade. Add Mount Popa, a morning at the archaeological museum for its scale copies of the murals, and, if your dates fall right, a pagoda festival. Fly back to Yangon rather than taking the night bus.

2 Weeks or More in Bagan

Two weeks in Bagan alone is a lot in 2026, and nobody should plan a long stay without checking the advice every few days. The internet is controlled, Facebook and WhatsApp need a VPN, and a foreign phone works on a local SIM for only 30 days before IMEI registration. If you stay, pick a family guesthouse in Nyaung U, settle into one tea shop, hire the same cart driver and learn the plain cluster by cluster, then spend the rest of your 28-day visa in Yangon.
