Mandalay

Mandalay in 2026 is a city still clearing rubble from the March 2025 earthquake, ringed by fighting to the north and west, and empty of tourists. The hill, the teak monasteries and the noodle shops are still here, but the UK says go only if you must.

BootsnAll Scorecard

5.2 / 10

Mandalay scores on the things that stayed put, its food and an uncrowded hill, and scores badly on everything security touches, which in 2026 includes the airport, the highways and the river crossings that used to make the trip.

Value
6
Close to the 5 anchor plus a point, because the bank's market rate of 3,660 kyat to the dollar makes a 10,000-kyat zone ticket about $2.70, but the US$50 eVisa, US$25 departure charge and a Hostelworld count of zero hostels eat into it.
Getting around
4.5
Below the 5 anchor, since the numbered street grid is easy on a 1,500-kyat rented bicycle, but there's no metro, Grab's Myanmar page names service centers only in Yangon, and the classic river day trips sit in a region the UK says not to enter.
Crowds and timing
7
Near the 8 anchor on crowds, because tourists have all but vanished, pulled down by April highs of 102°F (39°C) and a calendar of protest anniversaries when security tightens.
Safety and hassle
2.5
At the 2 anchor, since the UK advises against all but essential travel to Mandalay Region and against all travel just north of the city, and a resistance drone attack on the air base inside the airport compound shut the airport for two days in September 2026.
Food and drink
7
Near the 8 anchor, because Mandalay mont di, tea-shop snacks, street roti and htou moun from shops near the station cost little, held back from 8 by thin, years-old listings that make it hard to know which places survived the quake.
Indie fit
4
Under the 5 anchor, since you can still wander the grid and the tea shops alone, but checkpoints, off-limits day trips and the risk your conversations pose to locals push the trip toward a fixed, cautious script.

Editorial scores, 1 to 10, against the same written anchors for every city. Half points allowed. The overall is the plain average of the six.

Overview and Things to Consider

Mandalay is a flat, dusty grid of numbered streets laid out under a 240-meter hill, with a square moat and a rebuilt palace in the middle and the Irrawaddy along its western edge. It was the last royal capital of Burma, and Burmese still treat it as the center of their culture and Buddhist learning. It has also been a Chinese trading town for decades, and Wikipedia cites estimates that ethnic Chinese make up 40 to 50% of the population, much of it from neighboring Yunnan.

The city of 2026 has been through two disasters in five years. The 2021 coup turned its streets into protest grounds and then into checkpoints. On March 28, 2025, a magnitude 7.7 earthquake on the Sagaing Fault hit 16 kilometers west of the city and killed at least 1,870 people in Mandalay District. Mosques, monasteries and a 12-storey condominium came down. What survived is a working city with almost no visitors.

You'll get the most out of Mandalay if you already know Southeast Asia, like getting up at 4:30 a.m. for a temple ritual, and can sit in a tea shop for an hour without needing a plan. Anyone hoping for the old Yangon-Bagan-Mandalay-Inle loop, a lively backpacker scene or easy day trips across the river will be disappointed, because most of that is either damaged, closed to foreigners or on a government do-not-travel list.

The bigger question is whether to go at all. The UK's FCDO advises against all but essential travel to Mandalay Region, and Canada says avoid all travel to Myanmar. Your visa fee goes to the military government, and some of the city's best-known sights sit on military land or feed military businesses. What follows is for readers who have weighed that and still plan to go.

How Mandalay Got Here

King Mindon founded Mandalay on February 13, 1857, at the foot of the hill, to fulfill a prophecy that a Buddhist metropolis would rise there on the 2,400th jubilee of Buddhism. The palace was dismantled at Amarapura, the previous capital just to the south, and moved here by elephant. The city lasted 28 years as a royal seat. On November 28, 1885, the British took it and sent King Thibaw and Queen Supayalat into exile in India, and Mandalay became the chief city of Upper Burma while Rangoon took the money and the government.

The city you see is mostly rebuilt. In March 1945 the Indian 19th Division took Mandalay Hill in hand-to-hand fighting, and the palace burned during the siege. The current palace dates from 1990 to 1995, built with metal and concrete and, Wikivoyage notes, amid allegations of forced labor. Fires in the 1980s razed thousands of houses, including more than 6,000 in May 1981, and Chinese buyers, many recent migrants from Yunnan, bought much of the cleared land. That's why central Mandalay reads as a Sino-Burmese trading town with royal monuments, not a preserved capital.

Since the 2021 coup the city has paid for its role as a symbol. Two protesters were killed in a crackdown on February 20, 2021, and on March 3 a 19-year-old taekwondo coach named Kyal Sin was shot dead at a rally wearing a T-shirt that read "Everything will be OK." The photo went around the world. The military's Central Military Command still occupies the palace grounds behind the moat.

Getting There and Around

You'll land at Mandalay International Airport (MDL), 35 kilometers south of the city near Tada-U, about an hour by car. The airport closed after the 2025 earthquake brought down ceilings and reopened for international flights on April 25, 2025, with the runway then shut nightly from 9 p.m. to 3 a.m. for maintenance. In October 2026 the airport's flight board showed Myanmar Airways International flying daily to Bangkok Suvarnabhumi, three times a week to Chiang Mai, twice a week to Don Mueang and twice a week to Novosibirsk, plus China Eastern to Kunming four times a week and Ruili Airlines and Myanmar National Airlines to Mangshi in Yunnan. An airport taxi counter sits at the curb outside arrivals, and Shwe Nan San runs a bus from a counter in the arrivals hall. Wikivoyage's last taxi fare, from 2017, was 15,000 kyat.

Everyone holding a US, UK, EU, Canadian or Australian passport needs a visa in advance. The tourist eVisa from Myanmar's official portal costs US$50, allows 28 days, is valid for 90 days from issue and takes about three working days, according to Wikipedia's summary of the rules. Mandalay is one of only four eVisa entry points, with Yangon, Naypyidaw and the Kawthaung land crossing. Your passport needs six months of validity, and the FCDO says cash over US$10,000 must be declared. Canada's advisory tells travelers to leave through the airport they arrived at to avoid immigration trouble, so think twice about flying in to Mandalay and out of Yangon.

From Yangon, the cheapest legal way is the overnight bus. JJ Express brought back its budget Super Sweet class on June 13, 2026, leaving at 8 p.m. for 26,800 kyat, about $7.30. Wikivoyage puts the Yangon-Mandalay train at 15 to 16 hours, with ordinary, upper-class and sleeper fares of 4,600, 9,300 and 13,000 kyat in an undated table. The FCDO reports attacks with landmines and improvised explosives on both the Yangon-Mandalay Expressway and Highway 1, with more risk after dark, which makes the night bus the riskiest of the three. Flying in from Yangon is the safer choice.

In town, the street grid does the navigating for you. The streets are numbered, so an address like "78th and 30th" (the railway station) is just the crossing of two numbers, and you'll stop needing a map by the second day. Wikivoyage recommends a bicycle at about 1,500 kyat a day, shared pickup trucks for about 500 kyat from the hub at 84th and 29th, and motorbike taxis at up to 1,000 kyat for a hop across the center. Agree every price first and get your hotel to write destinations in Burmese.

What's Changed Since 2016

February 2021 ended Mandalay's decade of opening. The coup brought pot-banging protests, then prosecutions, then live fire, and by early 2025 the junta's conscription drive had reached the city's streets. The People's Military Service Rules took effect on January 23, 2024, and Burma News International reported 237 arrests across seven Mandalay townships in January 2025 alone, many at checkpoints where phones were searched for VPNs. It said the streets were largely deserted after 6 p.m.

The March 28, 2025 earthquake did more damage to Mandalay's monuments than anything since 1945. Wikipedia's damage list records significant structural damage at the Mahamuni Pagoda and the palace, a collapsed door at Kuthodaw, and the Masoyein Monastery's clock tower toppled. In Amarapura the Nagayon Pagoda collapsed, and in Inwa the list records structural damage or collapse at the Four-Storied Monastery and the Maha Aungmye Bonzan Monastery. Across the river at Mingun, most of the Hsinbyume Pagoda collapsed, and the Ava Bridge dropped into the Irrawaddy. About 75% of historic structures in Inwa were damaged.

The airport has had a rough run. After reopening for international flights on April 25, 2025, it raised its passenger service charge on May 12, 2025 to US$25 for international departures and 15,000 kyat for domestic ones. On September 10, 2026, People's Defence Force fighters sent drones at the Tada-U air force base that shares the airport compound. The Associated Press reported that Myanmar Airways International suspended its international flights and the airport stayed shut for two days, though the junta said the drones were intercepted. Check with your airline in the days before you fly.

Overland routes north have shut. In August 2025 the Gokteik Viaduct, the colonial-era trestle on the line from Pyin Oo Lwin to Hsipaw that Wikivoyage counts among the great railway journeys of the world, was damaged in fighting, and Wikivoyage's Mandalay page still says it has yet to reopen. The FCDO's August 4, 2026 advice now lists the townships north of Mandalay City and Pyin Oo Lwin as against all travel.

Money and beds have both changed. On October 2, 2026, the Central Bank of Myanmar listed a market trading rate of 3,660 kyat to the dollar next to its old 2,100 reference rate, so bank exchange now lands far closer to what a dollar buys. And when this guide checked in October 2026, Hostelworld listed zero hostels in Mandalay, in a city that counted more than 1.2 million people at the 2014 census.

What the Usual Advice Gets Wrong

"Mandalay is on the safe tourist circuit with Yangon, Bagan and Inle, and the UK says so." Wikivoyage's Myanmar page still says that, but the FCDO's own advice, updated August 4, 2026, puts all of Mandalay Region under all but essential travel and the north of the region, including Pyin Oo Lwin, under against all travel. A drone attack on the air base inside the airport compound closed the airport for two days in September 2026. Check that your insurance covers a region under this advice before you book.

"Do Sagaing Hill, Mingun and Inwa in one easy day out of Mandalay." Sagaing and Mingun are across the Irrawaddy in Sagaing Region, which the FCDO lists as against all travel. Hsinbyume at Mingun largely collapsed in the 2025 earthquake, the Ava Bridge is in the river, and Inwa, which is on the Mandalay side, lost or saw damage to about 75% of its historic structures. Amarapura's U Bein Bridge is the one classic day trip still inside the less restrictive zone.

"Take the night bus from Yangon and save a hotel night." The bus is cheap, 26,800 kyat for JJ Express's 8 p.m. Super Sweet, but the FCDO reports landmine and IED attacks on the Yangon-Mandalay Expressway and Highway 1 with higher risk after dark. If you're going to go overland at all, go by day. Better, fly; Myanmar Airways International's Mandalay flights connect through Yangon.

"Start with the Royal Palace, the heart of old Mandalay." The palace is a 1990s concrete replica inside a working military base, the headquarters of the Central Military Command. Wikivoyage says foreigners enter only by the East Gate, hand over their passport and pay 10,000 kyat, and parts were damaged in the 2025 quake. Shwenandaw Monastery, a palace building that survived because King Thibaw moved it out in 1880, is the better use of your morning.

"Ride the train from Pyin Oo Lwin over the Gokteik Viaduct to Hsipaw." The viaduct was damaged in fighting in August 2025 and hasn't reopened, and Pyin Oo Lwin itself is on the FCDO's against all travel list.

"Bargain for jade at the Jade Market on 87th Street." Watching stones get cut is interesting, but buying is another matter. Wikipedia's page on Myanma Economic Holdings Limited, the military-owned conglomerate, says it holds a monopoly on the country's gems sector. Wikivoyage warns that buyers who haven't done their homework get ripped off, and the FCDO lists gem scams among the most common crimes and says authorities monitor the gem trade closely. Watch, and keep your wallet shut.

Ideas to Consider for Your Visit

Have you thought about climbing Mandalay Hill barefoot at first light? The southern stairway starts between two giant chinthe, the lion guardians, near the Kyauktawgyi temple, and Wikivoyage puts the climb at 30 to 45 minutes in the shade of covered steps, past U Khanti's hall and the shrine of the ogress Sanda Muhki. Shoes and socks come off at the bottom. The Sutaungpyei Pagoda at the top charges about 1,000 kyat. Most people go for sunset. Dawn is cooler, and you'll be done long before the streets empty after dark.

At the foot of the hill, Kuthodaw Pagoda holds 729 upright stone slabs, each in its own small white stupa, carved with the entire Buddhist canon as approved by the Fifth Buddhist Council. People call it the world's largest book. Next door, Kyauktawgyi's seated Buddha was carved from a single block of pale green Sagyin marble that took 10,000 to 12,000 men 13 days to haul. Its pagoda festival falls in October.

Have you thought about the Mahamuni face-washing? Every morning around 4:30 to 5 a.m. monks wash the face of a four-meter seated Buddha that was taken from Rakhine State, its body now thick with gold leaf pressed on by worshippers. Only men may enter the inner sanctuary and add leaf, which Wikivoyage notes, and the temple took significant structural damage in 2025, so go with modest expectations and the right clothes.

Eat Mandalay mont di, also called nan gyi thoke, a salad of thick round rice noodles tossed with a meat sauce, chickpea flour and flavored oils, made with meat because Mandalay is too far inland for the fish that goes into the coastal versions. Then buy a box of htou moun, the oily, very sweet dessert that Wikivoyage says is sold only in Mandalay. Wikivoyage lists a shop at 78th and 31st Street, left of the station, selling boxes from 1,800 kyat and letting you taste first. Myint Myint Khin, marked "MMK" on the logo, is the famous name.

Have you thought about an evening of Burmese performance? The Moustache Brothers became famous when Par Par Lay and Lu Zaw served about six years in prison for satirizing the generals at Aung San Suu Kyi's house in 1996. Par Par Lay died in 2013. Wikivoyage's May 2025 listing says one of the original three still performs nightly at 8:30 p.m. with his family, at home and for foreigners, for 10,000 kyat that goes toward helping political prisoners. For classical court dance with a full orchestra, Mintha Theater on 58th Street east of the moat plays 8 to 9 p.m. nightly from October 1 to March 20.

The most rewarding half day out of the city is still Amarapura, the royal capital before Mandalay, on the southern edge of town. The U Bein Bridge, built from 1849 to 1851 out of teak salvaged from the palace at Inwa, runs 1.2 kilometers across Taungthaman Lake on more than 1,000 posts, and it's the longest teak bridge in the world. Pickup route 8 runs there from the center for about 500 kyat, per Wikivoyage. Walk it at sunset when farmers and monks use it to get home, and check locally first, since Amarapura took heavy earthquake damage and recent condition reports are thin.

The Part Most Guides Miss

The best thing about Mandalay is the grid itself, seen from a bicycle. The blocks between 26th and 35th Streets west of the moat are where the city lives. Zegyo Market, founded in the 1860s and rebuilt in the 1990s as a Chinese-style shopping center, still anchors the old trading quarter. Tea shops pour very sweet milk tea with free Chinese tea on the side, and dozens of vendors work the flower market at 26th and Pulaing Street. At 1,500 kyat a day for a bike, it's the cheapest good day in the city. Just get off the streets by dusk.

Where to Base Yourself

Downtown, 25th to 35th Streets around 80th to 84th. Close to Zegyo Market, the railway station at 78th and 30th and the pickup hub at 84th and 29th, this is where the guesthouses and the cheap hotels on 25th Street that rent motorbikes cluster. It suits budget travelers who want to walk to food and markets. The catch is noise, dust and listings that are years out of date, since Wikivoyage's budget entries, US$7 dorms at Yoe Yoe Lay and US$10 to 20 rooms at the Nylon Hotel among them, mostly date from 2014 to 2018, so call or message ahead.

East of the moat, toward Mandalay Hill. Quieter, greener and within walking distance of the hill, Kuthodaw, Shwenandaw and the Mintha Theater. The big hotels sit here, including the Hilton at 26th and 66th, which Wikivoyage lists from US$121, and the eight-storey Mandalay Hill Resort at the foot of the hill from US$170. The catch is that you're staring across the moat at a military headquarters, and street food is a bike ride away.

Realities to Be Aware Of

Budget about US$25 to 35 a day if you can find a guesthouse bed in the US$7 to 30 range Wikivoyage lists, eat noodle shops and tea shops, and ride a bike. Mid-range runs about US$70 to 120 with a hotel like the US$60 to 90 Smart Hotel on its list, restaurant dinners and taxis. Comfortable means US$121 to 170 a night for the Hilton or the Mandalay Hill Resort before you eat. The listings behind these figures are often years old, so treat them as a floor. Bring all your money as clean, new US dollar notes. Canada says ATMs are often out of service and have low limits, and the FCDO describes Myanmar as largely a cash society.

The real risks are political and military. The FCDO says the situation in central Myanmar can change fast, with risk of crossfire, clashes and airstrikes, and that you're likely to pass police or military checkpoints, so keep your passport on you. Don't photograph soldiers, police, checkpoints, military buildings or protests. Expect security to tighten around January 4, February 1, February 12, March 2, March 27, mid-April's Thingyan, July 19, August 8 and November 25. Arbitrary detention is a real risk for journalists, activists and dual nationals. Ordinary crime is mostly bag snatching, pickpocketing and gem scams.

The FCDO says you're unlikely to find competent medical care easily outside Yangon and Mandalay, serious cases may still need evacuation to Thailand, and hospitals usually want cash up front, so carry insurance that covers evacuation and a cash buffer. Dengue, malaria, chikungunya and Zika are present, and pharmacy medicines can be counterfeit, so bring your own. From March to May the heat is the health risk, with daily highs of 99 to 102°F (37 to 39°C). Drink bottled water or the free boiled tea most restaurants pour.

Pagodas mean bare feet, no socks, and shoulders and knees covered, and women can't enter the inner sanctuary at Mahamuni. Same-sex activity is illegal for both men and women, with penalties up to life imprisonment, which the FCDO flags, so be discreet. And be careful with the people you meet. A tea-shop conversation about politics can cost a local far more than it costs you, so don't post their faces, names or opinions online.

If you go, decide where your money lands. Skip the palace, which sits on a military base, and the jade sellers, since the military-owned MEHL holds a gems monopoly. Wikipedia's page on MEHL also lists it as a partner in Mandalay Brewery, so order something other than Mandalay Beer. Spend instead at family guesthouses, tea shops, noodle stalls, the htou moun shops and performers like the Moustache Brothers, whose ticket money supports political prisoners. Hire drivers and guides directly.

If Mandalay Is Part of a Longer Trip

Mandalay's flight board makes it a useful back door into Myanmar from Thailand and China. Myanmar Airways International's daily Yangon-Mandalay-Bangkok flight and its three-weekly Yangon-Mandalay-Chiang Mai flight let you arrive from Bangkok or Chiang Mai without going through Yangon, and China Eastern's Kunming service links Mandalay to Yunnan and the rest of China. MAI also lists Novosibirsk, which puts Russia a single stop away. On a multi-stop or round-the-world ticket, AirTreks can build Mandalay in as a spur between Southeast Asia and China, but remember Canada's advice to leave by the airport you arrived at, and that the eVisa is single entry.

Inside Myanmar, the safest pairing is Yangon by air, since the FCDO reports attacks on both highways south, especially at night. Bagan is in Mandalay Region, under the same all but essential advice as the city, and several of its 10th to 13th century temples collapsed or were damaged in 2025. Wikivoyage's old listings for the Irrawaddy boats to Bagan show a slow boat twice a week and an express boat only from November to February, and they haven't been confirmed since. Read the Myanmar guide before adding any other stop.

Overland exits are mostly gone. Wikivoyage says that as of 2026 none of the four Thai land crossings it lists, from Tachileik to Three Pagodas Pass, are open to tourists, and the crossing at Muse into Ruili in Yunnan needs a permit and a guide, usually through an organized tour. Mandalay to Hsipaw and Lashio by train has been cut since the Gokteik Viaduct was damaged in August 2025. If you're building a bigger Southeast Asia route, fly in and fly out.

Yearly Things to Consider

Mandalay gets only about 35 inches of rain a year, most of it from May to October. The cool season from November to February is when the weather works, with highs of 85 to 92°F (29 to 33°C), almost no rain and comfortable mornings. March to May is brutal, peaking at 102°F (39°C) in April, right when Thingyan's water fights take over in mid-April. The wettest month is September, at 7 inches, with a dip in June and July.

The counterintuitive pick is October. Rain is tapering, the Thadingyut lighting festival marks the end of Buddhist lent at the October full moon, Kyauktawgyi holds its pagoda festival, and the Mintha Theater reopens on October 1. In 2026, crowds aren't the issue in any month. Security is, so check the calendar of sensitive anniversaries before you book and avoid arriving on any of them.

Ideas for Itineraries

3 Days in Mandalay

Day one, ride a bike around the grid west of the moat, eat mont di for lunch, buy htou moun near the station, and climb Mandalay Hill's southern stairs for sunset, coming down before dark. Day two, get up for the 4:30 a.m. face-washing at Mahamuni, sleep it off, then spend the afternoon at Shwenandaw Monastery, Kuthodaw's 729 slabs and Kyauktawgyi, with the Mintha Theater or the Moustache Brothers after dinner. Day three, go south to Amarapura for the U Bein Bridge at sunset, by pickup route 8 or a driver who knows the road back.

5 Days in Mandalay

Do the three days, then slow down. Day four is for the markets, starting at dawn in the flower market on 26th Street and working through Zegyo, then watching the cutters at the Jade Market on 87th Street without buying. Day five is for the morning U Bein light you missed on day three, or a second climb of Mandalay Hill at dawn, then a long tea-shop lunch. Skip the Mingun boat and Sagaing Hill, since both are in Sagaing Region, which the FCDO says to avoid entirely.

1 Week in Mandalay

A week in Mandalay alone runs out of safe sights by day five, so a better use of seven days is Mandalay plus Yangon, flying between them rather than taking the highway. Give Mandalay four days for the hill, Mahamuni, the monasteries, U Bein and the food, then fly to Yangon for three days of colonial downtown, Shwedagon and tea shops. Flying in to one and out of the other risks the immigration trouble Canada warns about, so build the week as a loop from your arrival airport.

2 Weeks or More in Mandalay

Two weeks in Mandalay in 2026 only makes sense with a reason to be here, like Burmese lessons, volunteering through a group you've vetted, or family. If you stay, base yourself east of the moat and live on a bike, timing errands for daylight. There's no coworking scene to speak of, and BNI's reports of phone searches at checkpoints are a reason to keep work on a laptop at your guesthouse. Weekend trips are the problem, since Pyin Oo Lwin and the hill towns are under the FCDO's against all travel advice and Bagan sits in the same all but essential zone as the city.

Mandalay Travel FAQ

It's a real argument with no clean answer. Your US$50 visa, the airport charges and any ticket at a military-run site go to the junta or its businesses, and locals who talk to you can be put at risk. On the other side, many Mandalay families who ran guesthouses, tea shops and craft workshops lost their tourist income in 2021 and their buildings in 2025. If you go, keep your spending local and your conversations private.

Yes. In October 2026 Myanmar Airways International showed a daily flight from Bangkok Suvarnabhumi to Mandalay, continuing to Yangon, plus twice-weekly flights from Don Mueang on Tuesdays and Saturdays and Chiang Mai flights on Mondays, Fridays and Sundays. Mandalay is an approved eVisa entry point. Every international flight on the board lands between 6 a.m. and 6 p.m., so plan for a daytime arrival.

Physically, maybe, but both are in Sagaing Region, which the FCDO lists as against all travel, so check whether your insurance would cover you there. Mingun's Hsinbyume Pagoda mostly collapsed in 2025, and the Ava Bridge to Sagaing fell into the river. The Mingun Bell and the unfinished Pahtodawgyi stupa will still be there when the advice changes.

Plenty of travelers do, but think about what's on your phone. Burma News International reported in January 2025 that soldiers at Mandalay checkpoints were stopping young people, checking phones and arresting those using VPNs as part of the conscription drive. Foreigners aren't the target, but the FCDO notes you're likely to pass checkpoints, so keep anything political off the device and the people you've met out of your photos.

Inwa, Amarapura and Mandalay are successive royal capitals, with Inwa and Amarapura both south of the city. Inwa, or Ava, was abandoned after the earthquakes of 1839, Amarapura gave way to Mandalay in 1857, and its palace was carried north by elephant. Sagaing is across the Irrawaddy on its own hill of monasteries and nunneries. In 2026, of the four, only Sagaing sits in an FCDO against all travel zone, and the 2025 earthquake damaged about 75% of Inwa's historic structures.
